Although Vietnam has the highest economic growth rate in the South East Asia recently, the general living condition is very poor in terms of sanitation. Only 65% of the Vietnamese population has access to adequate sanitary environments. Particularly, in the rural areas, they don’t even concept of public toilets. In the populated areas such as highways or tourism sites, it is hard to discover any public toilet facilities.

The most of public toilet facilities in major cities or rural areas in Vietnam are built and maintained by Vietnamese government. Public toilets approved by the government collect fees from users and toilet consumables are sold at the toilets for their maintenance. However, many of these public toilets are operated in poor sanitary conditions because of the lack of the public interest and perception regarding the sanitation. Specially, because of their cultural characteristics, the most of the toilets have no doors and, therefore, the infringement of privacy is to be concerned.

The WTA will construct flush public toilets in Quan ba market, Hajiang province. Putting the fact that the most of the users will be women into consideration, proportion of the toilet has been determined. Provision has been setup to have local residents actively participate in sanitation education and maintenance/repair of the toilets. When the toilets are constructed, such facilities will contribute greatly to the improvement of local sanitary environments.
